The recently published rule titled “Implementation of the Amendments to the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW), 1978, and Changes to National Endorsements” (78 FR 77796), effective on March 24, 2014, has required updates to checklists used to help determine professional qualifications for Officer and Ratings endorsements on Merchant Mariner Credentials.
Where the previous checklists combined requirements, the new checklists are now separated by National and STCW endorsement types. There are also separate National and STCW renewal checklists. Where appropriate, the checklists include grandfathering and transitional provisions. You can access the updated checklists here.
