UA to AS-D Program (SHLSOS-733)

UA to AS-D Program (SHLSOS-733)

Any applicant who has successfully completed the entire Unlicensed Apprentice to Able

Seafarer-Deck (SHLSOS-733) program will satisfy:

1. National:

a. PROVIDED the application is submitted within one year of program completion:

    1. The examination and practical demonstration of ability requirements of 46 CFR 12.405 for any endorsement as Able Seaman; AND
    2. The examination and practical demonstration of ability requirements of 46 CFR 12.407(b)(3) for an endorsement as Lifeboatman; AND
    3. The First Aid and CPR training requirements of 46 CFR 11.201(i)(1); AND

b. The Basic Fire Fighting requirements of 46 CFR 11.201(h)(2) [Basic only] and 46 CFR 11.201(h)(3); AND

c. The Fire Fighting requirements of 46 CFR 13.201(c)(3), 13.301(c)(3), 13.401(d) and 13.501(c)(3) for any tankerman endorsement; AND

d. The course requirements of 46 CFR 13.401(e)(1) for original issuance of Tankerman-Assistant (DL) and Tankerman Assistant (LG):

    1. PROVIDED the application is submitted within five years of program completion;
    2. May be used for one application which results in the issuance of an endorsement and may not be used for any application transactions thereafter;
    3. With appropriate documentation as per Paragraph 4 below, may be issued while enrolled in the program after completion of Phase

2. STCW:

a. The training and competency requirements of 46 CFR 12.603; and the standards of competence required by STCW Code Section A-II/5 and Table A-II/5, as amended 2010, meeting the National Assessment Guidelines from NVIC 14-14(Ch-3) for an STCW endorsement as Able Seafarer-Deck; AND

b. The training requirements of 46 CFR 12.605(a)(2)(ii); and the standards of competence required by 46 CFR 12.605(a)(3); STCW Code Section A-II/4 and Table A-II/4, as amended 2010, meeting the National Assessment Guidelines from NVIC 06-14(Ch-1) for an STCW endorsement as Rating Forming Part of a Navigational Watch (with appropriate documentation as per Paragraph 4 below, may be issued while enrolled in the program after completion of Phase III); AND

c. The training requirements of 46 CFR 11.309(a)(4)(v), 11.319(a)(4)(v), 11.321(a)(3)(iii), 11.329(a)(4)(iii), and 11.335(a)(3)(iii); and the standards of competence required by 46 CFR 12.613; STCW Code Section A-VI/2 and Table A- VI/2-1, as amended 2010, meeting the National Assessment Guidelines from NVIC 04-14(Ch-1) for an STCW endorsement of Proficiency in Survival Craft and Rescue Boats Other Than Fast Rescue Boats (PSC); AND

d. The Basic Training standards of competence required by 46 CFR 11.302(a) and 12.602(a); STCW Code Section A-VI/1 and Tables A-VI/1-1, 1-2, 1-3, and 1-4, as amended 2010, meeting the National Assessment Guidelines from NVIC 08-14(Ch- 1) for an STCW endorsement of Basic Training (with appropriate documentation as per Paragraph 4 below, may be issued while enrolled in the program after completion of Phase I); AND

e. The Vessel Personnel with Designated Security Duties (VPDSD) training requirements of 46 CFR 12.625(a)(1); and the standards of competence required by STCW Code Section A-VI/6 paragraph 6 and Table A-VI/6-2, as amended 2010, meeting the National Assessment Guidelines from NVIC 21-14 for an endorsement of VPDSD (with appropriate documentation as per Paragraph 4 below, may be issued while enrolled in the program after completion of Phase I); AND

f. The standards of competence required by 46 CFR 13.609(a)(2); STCW Code Section A-V/1, Table A-V/1-1-1, as amended 2010, meeting the National Assessment Guidelines from NVIC 22-14(Ch-2) for an endorsement of Basic Oil and Chemical Tanker Cargo Operations (with appropriate documentation as per Paragraph 4 below, may be issued while enrolled in the program after completion of Phase III); AND

g. The standards of competence required by 46 CFR 13.611(a)(2); STCW Code Section A-V/1, Table A-V/1-2-1, as amended 2010, meeting the National Assessment Guidelines from NVIC 22-14(Ch-2) for an endorsement of Basic Liquefied Gas Tanker Cargo Operations (with appropriate documentation as per Paragraph 4 below, may be issued while enrolled in the program after completion of Phase III).

Advanced Meteorology (SHLSOS-18)

Successful completion of this course will satisfy The Advanced Meteorology training requirements of 46 CFR 11.305(a)(2)(iii) and 11.307(a)(3)(iii) for STCW endorsements as Master or Chief Mate on vessels of 3,000 GT or more; AND The Advanced Meteorology training requirements of 46 CFR 11.311(a)(3)(iii) and 11.313(a)(3)(iii) for STCW endorsements as Master or Chief Mate on vessels of 500 GT or more and less than 3000 GT; AND The Advanced Meteorology standards of competence required by 46 CFR 11.305(a)(2), 11.307(a)(2), 11.311(a)(2), 11.313(a)(2), and 11.315(a)(2); AND The Advanced Meteorology standards of competence required  by STCW Code Section A-II/2 and tables A-II/2, as amended 2010, meeting the National Assessment Guidelines from NVIC’s 10-14(Ch-2) and 11-14(Ch-2) Tasks 7.1, 7.2, 7.3, 7.4.A, 7.4.B, and 7.4.C; and NVIC 03-18 Tasks 7.1.A, 7.2.A, 7.3.A, 7.4.A, 7.4.B and 7.4.C

This course provides training in oceanographic conditions, tidal conditions, weather patterns, weather elements and forecasting.

This course will satisfy the Advanced Shiphandling training requirements of 46 CFR 11.305(a)(3)(i) and 11.307(a)(3)(i) for STCW endorsements as Chief Mate or Master on vessels of 3,000 GT or more and 46 CFR 11.311(a)(3)(i) and 11.313(a)(3)(i) for STCW Code, as amended 2010 endorsements as Master or Chief Mate on vessels of more than 500 GT and less than 3,000 GT; and the following practical assessments meet the National Assessment Guidelines from NVIC 10-14 and 11-14:  8.1.A, 8.2.A, 8.3.A, 8.4.A, 8.4.B, 8.5.A, 8.6.A, 8.7.A, 9.1.A, 9.2.A, 9.3.A, 9.4.A, 9.5.A, 9.6.A, 9.6.B, 9.7.A, 9.8.A, 9.9.A, 9.9.B, 9.11.A, 9.11.B, 9.11.C, 9.12.A, 9.13.A, 9.14.A, 9.15.A, 9.16.A, 9.16.B, and 9.17.A.

Successful completion of this course will satisfy the ARPA training requirements of 46 CFR 11.305()a)(3)(vi), 11.307(a)(3)(vi), 11.309(a)(4)(xiv), 11.311(a)(3)(viii), 11.313(a)(3)(viii), 11.315(a)(3)(v), 11.317(a)(3)(vii), 11.319(a)(4)(viii), and 11.321(a)(3)(vii); the practical assessments are equivalent to the National Assessment Guidelines as follows: NVIC 12-14(CH-1) tasks 3.5.A and 3.6; NVIC 10-14 (CH-1) task 5.1; and NVIC 11-14 (CH-1) task 5.1.

Prerequisite: Valid Radar Observer. This course is open to deck dept personnel who are interested in upgrading toward a Third Mate/OICNW license.

Able Seafarer-Deck (SHLSOS-731)

Successful completion of this course satisfies the examination and demonstration of ability for Able Seaman of 46 CFR 12.405, provided application is submitted within one year of course completion date; the standard of competence requirements of 46 CFR 12.603(a)(4) and Table A-II/5 of the STCW code, as amended 2010, for Able-Seafarer-Deck; All of the assessment tasks listed in NVIC 14-14(Ch-3), except for the Rating Forming Part of a Navigational Watch assessments 1.1.A, 1.2.A, and 1.3.A, and the Proficiency in Survival Craft assessment 7.1.A.

This course specifically addresses the competencies from NVIC 14-14 contribute to safe navigational watch; berthing, anchoring and other mooring operations; contribute to the handling of cargo and stores; contribute to the safe operation of deck equipment and machinery; apply occupational health and safety precautions; contributing to the prevention of pollution; and contribute to shipboard maintenance and repair.

Prerequisites: Completion of Phase 4 of the UA program or while qualified as a RFPNW have seagoing service of 360 days and hold Lifeboatman.

Bridge Resource Management (SHLSOS-75)

This course satisfies the bridge resource management requirements of 46 CFR 11.309(a)(4)(vii); 11.319(a)(4)(vii); 11.321(a)(3)(iv); and Section A-II/1, Table A-II/1 of the STCW Code as amended 2010; AND the practical assessments have been found to be equivalent of National Assessment Guideline Tasks from NVIC 12-14 for Officer in Charge of a Navigational Watch on vessels of 500 Gt or more: 2.7.A, 2.7.B, 2.7.C, 2.7.D, 2.7.E, 2.7.F, 2.7.G.

Prerequisites: Proof of successful completion of RADAR Unlimited and Basic Shiphandling courses

Celestial Navigation (SHLSOS-103)

Successful completion of this course will satisfy the Celestial Navigation competency requirements of Section A-II/1 of the STCW code, and the training requirements of 46 CFR 11.309(a)(4)(viii) for STCW endorsements as Officer in Charge of a Navigational Watch on vessels of 500 GT or more; provided the applicant can show completion of the NVIC 12014 (Ch-1) Tasks: 1.1.A, 1.1.B, 1.1.C, 1.1.D, 1.1.E and 1.1.F. Any approved instructor for this course or QA may sign the Task Assessment Sheets. This course does not satisfy the Deck General, Navigation General or Navigation Problems examination requirements.

Prerequisites: Completed Terrestrial and Coastal course or have 100 T license. This course is open to deck dept personnel who are interested in upgrading toward a Third Mate/OICNW license.

Crane Familiarization (non-USCG)

This course consists of 35-hours of simulation which will provide the student with a familiarization of both the Leibher and Haaglund cranes, their controls and operations.  Upon completion of this course, students will be able to perform daily checks to ensure safe operations; perform normal crane operations including raise and lower the hook/boom, slew, follow hand signals; load/discharge heavier cargo using hooks and buckets, use a spreader bar, and lift stack loads; and operate the crane in twin mode.  THIS COURSE DOES NOT CERTIFY A STUDENT TO BE A CRANE OPERATOR.

Electronic Chart Display Information Systems (ECDIS) (SHLSOS-179)

This course provides training in the basic theory and use of ECDIS for deck officers as listed in 46 CFR 11.304(a) on vessels equipped with ECDIS. Students learn to use, update, and verify electronic chart information. The training comprises all safety-relevant aspects and aims beyond the use of operational controls. All theoretical aspects and major characteristics of ECDIS data, such as data contents, system integration, information layers, and data updating, are covered in depth.

This course satisfies the ECDIS training requirements of 46 CFR 11.305(a)(3)(vii), 11.307(a)(3)(vii), 11.309(a)(4)(xvi),11.31 l(a)(3)(vii), 11.313(a)(3)(vii), 11.315(a)(3)(iv), 11.317 (a)(3)(v), 11.319(a)(4)(x), and 11.321(a)(3)(v); AND

The ECDIS standards of competence required by 46 CFR 11.305(a)(2), 11.307(a)(2), 11l.309(a)(3), 11.311(a)(2), 11.313(a)(2), 11.315(a)(2), 11.317(a)(2), 11.319(a)(3), and 11.321 (a)(2); AND

The ECDIS standards of competence required by STCW Code Section A-II/1, A-11/2, and A-11/3 and Tables A-II/I, A-11/2, and A-11/3, as amended 2010, meeting the National Assessment Guidelines from: NVICs 10-14(Ch-2), 11-14(Ch-2), and 03-18 Tasks 6.1, 6.2, 6.3, 6.4, 6.5, 6.6, and 6.7; AND NVICs 12-14(Ch-2) and 02-18 Tasks 4.1 and 4.2; AND NVIC 13-14(Ch- l ) Task 1.7.A..

Successful completion of this course will satisfy the training requirements for certification as OICNW on vessels of 500 or more GT. The specific assessments performed during this course have been determined to be equivalent of National Assessment Guidelines for STCW code, Table A-II/1 as documented in NVIC 12-14; Tasks 1.4.C, 1.4.D, & 1.5.A.  Applicants are not required to present completed task sheets for STCW certification.

Prerequisite: AB with 1080 days of sea service and valid RADAR & ARPA. This course is open to deck dept personnel who are interested in upgrading toward a Third Mate/OICNW license.

Students completing this course will satisfy the training requirements of 46 CFR 12.617(a)(3) and the STCW Code Section A-VI/2; and the competency demonstration requirements of 46 CFR 12.617(a)(4); and STCW Table A-VI/2-2 for an STCW endorsement for Proficiency in Fast Rescue Boats; and all the tasks from enclosure (2) to NVIC 05-14 “Assessment Guidelines for Proficiency in Fast Rescue Boats”.

Any applicant who successfully completes our Global Maritime Distress and Safety System (GMDSS) course will satisfy the GMDSS training requirements of 46 CFR 11.305(a)(3)(viii); 46 CFR 11.307(a)(3)(viii); 46 CFR 11.309(a)(4)(xv); 46 CFR 11.311(a)(3)(ix); 46 CFR 11.313(a)(3)(ix); 46 CFR 11.315(a)(3)(vi); and 46 CFR011.319(a)(4)(ix); AND the requirements of 46 CFR 11.604, to meet Section A-IV/2 of the STCW Code as amended. Topics include principles of the global marine distress and safety system communications, distress alerting, and operational procedures for VHF DSC, INMARST-C, MF/HF, NAVTEX, EPIRB, SART, and VHF (SCT). The course blends classroom instruction and practical exercises.  An FCC filing fee is required for this course.

Prerequisites: One year experience as a member of navigational watch on the bridge of an ocean going vessel OR licensed radio officer or engineer. This course is open to deck dept personnel who are interested in upgrading toward a Third Mate/OICNW license.

Successful completion of this course will satisfy the Leadership and Managerial Skills within 46 CFR 11.305, 11.307, 11.311, 11.313, 11.315, 11.317, 11.325, 11.327, 11.331, 11.333; and the equivalent of the specific tasks found in NVIC 10-14 (CH-1) (Tasks 18.1-18.2), NVIC 11-14 (CH-1) (Tasks 18.1-18.2); NVIC 15-14 (Tasks 7.1.D, 11.1.A, 14.1.A); and NVIC 16-14 (Task 14.1.A); AND the Leadership and Teamworking Skills within 46 CFR 11.309, 11.319, 11.321, and the equivalent specific tasks from NVIC 12-14 (CH-1) (Tasks 18.1.A-18.5.A) for an endorsement as OICNW; AND Leadership and Teamworking Skills within 46 CFR 11.329; and the equivalent specific tasks from NVIC 17-14 (CH-1) (Tasks 15.1.A and 16.1.A-16.4.A) for an endorsement as OICEW.

Prerequisites: This course is open to deck and engine officers at the 2nd Mate or 2nd Asst Engineer level or higher

This course satisfies the training requirements for Leadership and Teamworking Skills standards of competence required by 46 CFR 11.309(c)(1) and 11.319(b)(1); STCW Code Section A-II/1 and Table A-II/1, as amended 2010, meeting the National Assessment Guidelines from NVIC’s 12-14 (Ch-4) and 02-18(Ch-1) Tasks 18.1.A, 18.2.A, 18.3.A, 18.4.A and 18.5.A; AND the Leadership and Teamworking Skills standards of competence required by 46 CFR 11.321(b)(1); STCW Code Section A-II/3 and Table A-II/3, as amended 2010; AND the Leadership and Teamworking Skills standards of competence required by 46 CFR 11.329(c); STCW Code Section A-III/1 and Table A-III/1, as amended 2010, meeting the National Assessment Guidelines from NVIC 17-14(Ch.4) Tasks 16.1.A, 16.2.A, 16.3.A, and 16.4.A.. Students will be able to carry out the duties of officer in charge of a navigational watch, officer in charge of an engineering watch in a manned engine room, designated duty engineer in a periodically unmanned engine room, and electro-technical officer.

Additional Prerequisites: This course is open to deck or engine dept personnel who are interested in upgrading toward a license.

Any applicant who has successfully completed this course will satisfy the Magnetic & Gyro Compasses training requirements of 46 CFR 11.309(a)(4) for an STCW endorsement as Officer in Charge of a Navigational Watch on vessels of 500 or more gross tonnage (ITC); AND the practical assessments are equivalent of the National Assessment Guidelines, as documented in NVIC 12-14 (CH-1) Guidelines on Qualifications for Officer in Charge of a Navigational Watch on Vessels of 500 GT or more: 1.6.A, 1.6.B, 1.6.C, 1.6.D, 1.7.A, 1.7.B, 1.7.C, 1.7.D, 1.7.E, 1.7.F.

Prerequisite: AB with 1080 days of sea time. This course is open to deck dept personnel who are interested in upgrading toward a Third Mate/OICNW license.

Successful completion of this course and presenting our certificate within one year of completion of training will satisfy the examination requirements of 46 CFR 11.201(j)(1) for an original issuance, 46 CFR 10.227(e)(1)(iii) for renewal and 46 CFR 10.227(i) for reissuance for any one of the following endorsements and may not be used for any application transactions thereafter: Master of less than 100 GRT, Near Coastal or Great Lakes & Inland, or Inland Waters; OR Master of less than 100 GRT, Near Coastal, Raise in Grade from OUPV Near Coastal; OR Operator of Uninspected Passenger Vessels (OUPV) or Mate of less than 100 GRT upon Near Coastal, or Great Lakes & Inland, or Inland Waters.

    Prerequisites: Have 720 days of sea service with letters or discharges entered on a spreadsheet to meet tonnage requirements:

  • 100 GRT – 180 days (25%) of service on vessels of 51 GRT or above OR 360 days of service on vessels of 34 GRT or above; OR
  • 50-GRT – 180 days (25%) of service on vessels of 26 GRT or above, OR 360 days of service on vessels 17 GRT or above

Successful completion of this course will satisfy the approved training requirements of 46 CFR 11.309(a)(4)(xiii) towards certification as an Officer in Charge of a Navigational Watch on vessels of 500 gross tons or more; and the equivalent of the specific assessment tasks from National Assessment Guidelines found in NVIC 12-14 (CH-1) namely tasks 1.9, 1.10 and 1.11.

Prerequisite: AB with 1080 days of sea service. This course is open to deck dept personnel who are interested in upgrading toward a Third Mate/OICNW license.

This 1 week course is provided for our NCL members onboard Pride of America.   Successful completion of this course will satisfy the competency requirements of Table A-VI/2-1 of the STCW, as amended 2010, for Proficiency in Survival Craft and Rescue Boast other than Fast Rescue Boast (PSC) and will satisfy the professional exam and practical demonstration requirements of 46 CFR 12.407(b)(3) for endorsements for Lifeboatman and PSC and have performed the equivalent of all practical demonstration requirements as guided by the PSC NVIC 04-14.

Prerequisites: Basic Training within 5 years and 180 days of deck sea time

Successful completion of this course, including successful demonstration of all practical assessments, will satisfy the requirements of 46 CFR 11.480(d) for an endorsement as Radar Observer (Unlimited) and the radar training requirements of Section A-II/1 and Table A-II/1 of the STCW Code, as amended 2010 for certification as Officer in Charge of a Navigational Watch on vessels of 500 or more gross tons (ITC).  Practical assessments will be accepted as the equivalent of the assessment from the National Assessment Guidelines for Table A-II/1 of the STCW Code NVIC 12-14(CH-1) tasks 3.1, 3.2.A, 3.2.B, 3.3.A, and 3.4.

This course features hands-on training and classroom work, including radar theory, observation, operation and use, interpretation and plotting, advanced radar plotting, collision avoidance and navigational exercise. Students operate modern audio-visual and radar simulation gear as they practice controlling and maneuvering a vessel, plotting courses and safely guiding a ship without jeopardizing the safety of other vessels.

Prerequisites: I year sea service as an AB.  This course is open to deck dept personnel who are interested in upgrading toward a Third Mate/OICNW license.

The objective of this course is to train students involved in navigation at the support level. To prepare for this role, they will learn to steer the ship and also comply with helm orders in the English language. They will learn to keep a proper look-out by sight and hearing, contribute to monitoring and controlling a safe watch, learn Rules of the Road, operate emergency equipment, apply emergency procedures, and contribute to the handling of cargo and stores. This course, including all practical assessments, will satisfy the sea service credit in 46 CFR 12.605(a)(2)(ii), provided the applicant can show at least 2 months of approved sea going service; the  training requirements of 46 CFR 12.605(a)(3) for an STVW endorsement as Rating Forming Part of a Navigational Watch: AND the following practical assessments performed during this course have been determined to be equivalent of the National Assessment Guidelines Tasks, as documented in NVIC 06-14(Ch-2) Guidelines on Qualification for STCW Endorsements as Rating Forming Part of a Navigational Watch: All except 4.1.A – 4.3.A.
